It would be difficult, to be sure, but given that they brought Rose back after she was "trapped in another universe" and could never come back without "tearing both universes apart", it could be done.
That is my hope - that she remains an unfortunate incident in the Doctor's past.

I agree - I hated the way Donna's story ended, because she had grown so much as a character during her tenure as companion. While I think it's probably unlikely she'll return, they can always find a way to voodoo away the bit about "her head a-splode".
The thought of Rose Tyler returning AGAIN is terrifying. That said, I would be intrigued to see if Moffat could make the character likable after her last appearance.
