Yes, but that includes international adoptions. Also, if you look at the breakdown by state, California and New York are accounting for a lot of transracial adoptions - in the south, the figures are much different. The numbers are definitely better, yes, but I wouldn't jump to call racism over just quite yet.

Someone else pointed out that those stats were old. I tried to do a little more digging, and the best number I can come up with is around 21% now for transracial adoptions. Those numbers are very hard to find. I would imagine they're low because sadly, especially in the south, it would probably be very difficult for a black couple to be approved to adopt a white child if there was a possibility of a white couple adopting.
