Actuaries calculate risk based on data. Tesla encrypts and then hordes this data so no one is able to accurately calculate the risk. This is intentional as the data likely contradicts most (all?) of the safety claims Musk makes about Auto-Pilot.

1) Gas prices were 50% higher in 2008. This is typical spring price movement, I’d hardly call it the stratosphere.
