Some people don’t want an EV. Hybrids are more flexible. I can take a long road trip in a hybrid. I can evacuate from a hurricane in a hybrid. I can carry extra fuel.  If I run out, I could let it recharge for a while and limp to a gas station.  A purely electric vehicle has limitations.

The better and probably cheaper approach would be to say “we’ll install 5 square meters of lower-efficiency solar cells on your house if you buy this model”.

Until you need to evacuate for a hurricane / destructive earthquake.

Unless you’re in an area which is regularly threatened by things you need to run away from, you should probably just be prepared to stay. The disasters with high probability of occurring often don’t require evacuation. Some common disasters:
