I agree, that doesn’t change the fact that a 14 year old is very much different from a 27 year old in terms of understanding the consequences and implications of their behavior which is why a 14 year old who engages in such behavior has a better chance of being rehabilitated than a 27 year old.

I suspect a lot of the people making those comments are either perpetrators or victims themselves and that they are rationalizing what they did or what happened to them. Even further, in certain oppressive circles, such behavior probably is considered “normal” which is incredibly sad.
