You're right on the second one. The payment has nothing to do with Apple so Netflix gets all of the money (as long as you do it outside of the app). The answer to your first question, however, is 'no'. Apparently apps will no longer be able to link to external sites that allow users to buy content. That means that

KeePass (the version for Linux, at least) also has an option to save the database on every change instead of just when it locks.
