Think of it more as non-permanent residents. As a student you’re unable to work, gain benefits, or by virtue that, pay taxes. There’s no benefit to the state to have you on the rolls. It’s easier to let you be in administrative limbo considering you have to leave when your visa expires.

When I was going to school, it worked as long as I had my student visa. The visa is issued for a specific period, outside of that, no more excuses.

There’s a waiver for students, as for all intents and purposes you are only a temporary resident, and your vehicle is not a permanent import either.
