I don’t live Québec and am not very familiar with their immigration policies, other than that a key component is ensuring they preserve the French character and heritage of the province. Though I would be surprised if they were as open-door as you described since overall immigration levels are determined and enforced

Not sure what the aversion is to merit / points-based immigration. We’ve had it here in Canada for over 50 years and it certainly hasn’t resulted in a huge skew towards “white immigrants”.
