So does it means there is more freedom in Germany than in the US? An American can import any US model in Europe (just keep it quiet). While a German will not be able to import any cool German car (non US spec) until it’s 25-year-old (or never in California).

Very simples. Local laws - obey them. Being a serviceman in a different country doesnt automatically mean you’re above the law. And, when that person is sent abroad, how about for some better training in what those local laws are?
