I don’t have all the numbers but I find this unlikely. Large swaths of PA are forrest and farmland. The Philly and Pittsburgh metro areas are likely close to half the population of the state. Factor in the smaller cities and I’m sure you’d be at three quarters of the population.

The only flaw in your theory is the NFL does not use sound when it comes to replay so they wouldn’t hear the whistle while watching the clock. Tenths don’t matter in the NFL.
None of that matters in the NFL, the clock doesn’t stop until it reads zero, it’s counting down from 1 to zero in the background, it only turns zero when there’s no time left. If there is .001 seconds left in the game when the clock is stopped it still says one. Time for one more play.

Adding tenths to the clock would do nothing, from one to zero the clock is still counting down, you just don’t see it. Said another way, when there are .4 seconds left in the game the clock still says one.
