That’s the OUTCOME of decades of stringent safety regulations and oversight, not the de facto state of air travel.

Air travel is safe because government oversight and regulation have forced it to be so. This is one area where the government has done a stellar job. These corporations would not have simply done it on their own, we would have routine crashes and deaths on the regular and the industry would have thrown their hands up
