I believe the answer is “yes” the AG could direct a US Attorney to drop charges and/or an investigation. But, it would really have to be a direct order.

Depends on the state. Ohio tends to follow county boundaries for the state level. Not perfectly, but it is much better than for the federal districts. The Republicans tend to control about 2/3 of the state house and state senate, which is still a little above their expected seats, but as as severe as for the US House.

At this point, gains at the State level are arguably more important than the Federal. New house districts will be drawn in 2021 by state governments. I doubt this is the last we've heard of Kobach. I'm sure there's another lawsuit he can lose and get more remedial lawyer classes.
