Another option would be to include more things as “income” for taxes. Capital gains is taxed at much lower rates. The argument was, since it was taxed once under corporate rates, it shouldn’t be taxed again at a high rate. Of course corporate rates dropped, and they didn’t change capital gains.

You left out a point on the cost analysis. It would cost industry about $12 million a year, or $1,000 per person. It would save society $28 million in health care and impacts of deaths. That’s why industry is fighting it. I’m sure if they got a check for $16 mill, they’d comply.
