When I was learning to drive, we weren't taught to stick to the right lane and our exams do not indicate we have to stay to the right on highways. But I haven't been to driver school in a long time. Things may have changed.

Ok I live in Vancouver and the left lane is passing lane is not a rule up here. It isn't taught to us or enforce in BC. So all lanes are free for all.
