Not really. Scopes are not regulated items, unless they have certain military features like a ranging ability (and even they are only regulated for export). Only the firearms themselves and the magazines in certain jurisdictions.

The weird convoluted point I think Matt was trying to make was that you can’t get a toy gun, but they’ll ship you a scope. You could also say “Amazon won’t ship me a toy gun, but they’ll sell me gloves!” The two are so loosely connected it makes no difference.
