They must have had their Voting shares set up poorly, to even be able to make the Vote.  A lot of Corps have 99% of the Votes in the leader and No public Shares. At least thats how it was when I was playing eyars ago. In many cases the  character with all of the controling  Shares is an alt that Rarely comes online.
