Everyone I saw was on the inside of the corner, which is fine. Momentum will pull the car to the outside of something goes wrong, so I'd consider that safe*

The restrictor plate is only temporary until he’s done a few more events. Once he’s no longer considered a “novice” he’s allowed to take the plate off and unleash all the horses.

The road isn't open to local traffic. If you look at all the junctions/driveways they go past they're all blocked by banner tape. The VW driver likely didn't care and deliberately drove through one of those taped off junctions.
