I think it makes it clear why the Doctor needs a companion. To save his ass when he gets over his head. As you said, the Doctor makes mistakes. However, I think it's a little strong to say Bill is a traitor here. Betting on the Doctor is a very safe move, considering his track record for saving the planet. And if
