How are they able to name the offenders? I just heard a great piece on NPR about So Cal and someone there is using 11.9 million gallons, but they cannot name the person under law there. How are they able to name him-is it just due to fines? And how could they only be $10 per day??

Funny to hear methadone described as a painkiller, which it is but, anyone mixing these two drugs definitely has an issue with abuse. I would imagine he took a pretty hefty methadone dose.

Who was the side judge, along with rest of crew shouldn't he/she be called out here??
