The tech wasn't there yet. The fact that it didn't take off then was because nobody brought it to market in any sort of reasonable format, and the computers of the time couldn't pump out anything worth experiencing with that tech.
Too many people are missing the difference between 3D and the Rift. Developers themselves never wanted to do anything with 3D. Look at the time period, look at the news and the history of 3D. Game developers never cared. Manufactures of hardware did. That's why it failed. Because no one put it to use.
