To put it in context, the original GB was itself in development hell through five rewrites until Ramis came onboard. The original concept would have been a stupider version of Blues Brothers, a cult so bad it's good film at best.
Literally all they had to do, ALL they had to do, was set this in Chicago as a GB franchise with Stantz giving them his blessing in the first act and leaving them unprepared to do the job. Even with this cast it would have avoided leaving a bad taste in peoples' mouths.
