To be fair, the game tells you to leave the Hinterlands the moment you have 4 power. It flashes onto the screen and hangs out in the corner until you change your active quest. And attaining power to unlock new areas is pretty ridiculously easy from the midpoint of the game. You can literally buy it at a vendor.
