I actually really liked Breath of Fire:Dragon Quarter, it had great story, artwork, setting, characters, and a ton of intentional replay-ability that unlocked more and more story the faster and stronger you became.
I understand the imports might be high, but I want to say that recently seem Vita on sale in the US for as low as $120 IIRC (actually in Kotaku Deals posts). If you can find one at that price, it might be worth paying whatever import fees.

One account per vita is not 100% true. It is more one account per memory card. There is a method to reboot under a different account or region, it takes about 5 minutes.
Sometimes I like to make myself filthy rich so I can buy all the best toys, while playing on whatever hardest/suicidal difficulty possible.

What do your friends own? For me, that is the biggest deciding factor. Also, what type of games do you tend to play? While there is a lot of homogeny between consoles and the exclusive market is becoming less definitive (minus Nintendo...), each one does cater a bit towards different styles of game.
1- Not everyone plays to win every time. Sometimes people like a challenge and are ok with failing and trying again.
Japan is the worlds 10th highest population and third largest economy. While promoting the XBox brand has become foolish, the high windows adaption rate and the integration between Windows/Xbox justifies maintaining the brand/servers/etc.
