Ever since I started playing there is a Captain who hunts me down wherever I go. He's now level 15 and keeps showing up right in the middle of my other fights. His list of strengths extends down the entire screen and encompasses just about every aspect of my abilities.

This is halfway true. The real reason we are paying so much for internet is twofold.

I agree with your first sentence. As for me, I find there are times when I like a good narrative driven story, and others where I prefer something more exploratory. You should play Lonesome Road. In all honesty, it is not my favorite NV DLC, but it does a great job of fleshing out, filling in the gaps, and finishing the story of the courier.
