VIN swapping is a FEDERAL OFFENSE. He's lucky if all he lost was his car. There's a reason why you can't just put the numbers used to identify a chassis onto another car. There have been problems with cars which were VIN swapped because they were stolen and the Original VIN was removed to hide it.
Because VIN swapping is both a federal offense and would create a ton of problems registering in most first world countries if anyone notices.
Two things: it was crushed because he swapped the VIN, not because it was imported prematurely. It is possible to get sub-25 year old imports titled in certain states as well, so he didn't HAVE to (state vs federally legal).
It's a decent amount harder to import a JDM car from Canada

And most already have some modification (wheels, spoiled, bumper, anything) to make it unique. Only problem is you can't import a car with engine mods.

As long as it's older than 75 (Soon to be 66, I believe), no problem at all! 25 year old cars are no problem at all to import to the US, and even if smog is a problem, AZ reg is always an option.
