The number of times i've been smoked out from a rusted/failed emissions Sentra in the daily commute makes me want something like this. Just up through like 2000 or something. That would keep a large number of cars on the road, cars with more modern safety equipment, and clear out the muck.

I'm sure they looked at the Euro emissions 1-5 chart on wikipedia...but yeah, why 2011? Just fleet average fuel economy, or stimulating Citroen sales?

Every CFO on the planet will now laugh at my naiveté, but would it really be impossible for a company like BMW to make 500,000 cars a year, cars it wanted to produce and which squared with the brand image it has carefully cultivated for decades, and still make good money?
