This explanation makes sense, until you consider the switchover to equal-length mirrors with power folding which occurred later in the 90s/early 2000s.

And Japanese/UK VWs (and probably other German brands) also got the stubby mirrors, just on the opposite side, thus letting the discerning Dubber make their car look like Shrek by combining both into a stubby set.
