I don't think that the BBC has distribution rights for most of its content. Except for some of its reality based shows (I know Jeremy Clarkson is on the BBC pay roll ). I think that's why the offering on BBC America are so dismal. From what I remember, it was mostly Star Trek TNG and Kitchen Nightmares.
