He should have never, ever, EVER been given a gun professionally, and the regulations pertaining to mental health screening needs to be severely overhauled. This lunatic almost killed a guy handcuffed in the back of his car because he heard a little ting sound of something tapping his car lightly.

Kudos to you for trying to find sympathy for this former officer, but I think you’ll see most cannot.  And for good reason.  An officer (former deputy) almost ended the life of a suspect, acting like judge and jury, which seems like most police want to be.  Not a good look.

The officer served (2) tours overseas. Seeing the lasting affects a tour in Afghanistan has had on a relative, I believe this officer has undiagnosed PTSD which impacted his reaction here.

It means this sounds like the cop is rationalizing for his own actions.
