For 40K, mint is full off frame restoration with an undercarriage clean enough to eat off of. Full rotissere restored trucks of the early ‘70s usually don’t sell for that kind of money. For the condition this truck is, you can get a late ‘60s Mustang in the same condition for around 20k.
On top of that, brand new parts will be available for cheap on the 2019 in 15 years. Everything rubber and plastic will have to eventually be replaced on that old truck. The only place selling replica parts will be charging an arm and a leg for it.
Yup, CP. For starters, a mint condition version of this truck won’t go for that much yet. Even a mint condition pre emission vehicle won’t go for that price.

The EU is leaning to this direction. The emissions are constantly being tightened and can be tightened to a breaking point for ICE. CO2 emission per kilometer is now required to be at 130 grams per kilometer, soon it’ll be decreased to 90 grams per kilometer.
Hence why people wouldn’t want the thing. I cold only imagine the cost to demo the track. There’s probably some large print giveth and small print taketh away red tape somewhere as well.
