It’s not a state law here, it’s a city law. Outside of NYC you can mostly buy tobacco products and e-cigs when you turn 18. I know that a few counties have laws that raise the age to 19, I believe to limit the access of high school seniors.

Yeah agree. The fewer banned substances the better for exactly the reasons you lay out, but honestly, as a smoker, I think if we are going to have a 21 age limit on a substance, cigarettes would be number 1 on my list.
