While I think this is good in principle, time limitations for lawsuits exist for a reason.  Key witnesses die.  Memories fade.  Any physical evidence or alibis can get lost to time.  I think the potential to get it wrong decades after the fact is going to be a real problem here.

It also depends greatly on how your employees get to work. If they are outside for less than 10 minutes at a time, it’s not unsafe for them to come to work even in those temperatures. If they have to walk 20 minutes to the bus stop, then another 20 minutes from the bus stop the the restaurant, that might not be safe…
