For cases like this, wouldn't it be easy to just ban someone from interacting with other Steam accounts so they can't trade/gift/whatever, but still be able to log in and keep all the games they legitimately paid for and continue to buy if they want?

You're right. It's not that they suddenly became evil or anything. Their only interest really is protecting their industry. I can't see them serving the interests of the consumers with ideas like those though. Online passes, ridiculous DLC, and DRM, on top of the many, many stories of terrible customer service, all punish those that try to stay legitimate. Hell, it creates more pirates.
