I bought SimCity 4 Deluxe on GameFly a few months ago, though I've not used their rental service. Their download service, though, is fantastic, and much as I adore Steam, I don't have to be logged into anything to play my game.
The D&D base felt like an afterthought as far as the gameplay went, since very little of the game actually seemed to consist of combat. Character stats seemed to get much more use in conversations.
If you're talking about being able to list games you didn't buy through Steam alongside the games you did buy through Steam, then that's easily done through the "Add a Game" button below your Steam library's list of games.

I think you may be thinking in reverse from what I am. What I was trying to say, wasn't some sort of way to run Steam games outside of Steam, but rather a way to run non-Steam games using that client (and I think it supports the Steam Overlay).
I'm not sure if you can. Some games Steam explicitly says require the Steam version.
For future reference, unless you're talking about the 360 version of Witcher 2, you should simply be able to place any game into your Steam library by way of Steam's "Add A Game" feature below your library's list of games.

Sorry about increasing your backlog, but I bought Sim City 4 Deluxe from a GameFly sale earlier in the summer and have been adoring it. Very fine purchase, especially if you can get it for $5 (I haven't checked Steam's price on the game).
