Heck do you even need to put the cone on the car? I’d think even just one cone sitting on the pavement in front and in back wouldnt allow the vehicle to move (unless it’s programmed to hit things).

there is no law against “touching” someone’s car. It can only be vandalism if there is actual damage to the vehicle.  maybe put a towel under the traffic cone and what are they going to arrest you for?
