I'm not sure about what speeds the Euro NCAP test are, but the IIHS crash test in discussion is a 25% offset test. Judging from the video you posted the NCAP test is about 40% offset. Basically, similar energy at impact, but dissipated through a smaller portion of the car, thus more deformation to the vehicle.

Are smaller cars all that safer?

How about all 3? The small offset test has proven that being cheap/expensive/large/small doesn't mean you're more or less likely to fail the test.

I never understood why the schools punished their own students this way. There is never parking and the smallest infraction nets you a ticket. Wouldn't you want to do anything you could to ensure your students are able to make it to class on time?
