IMO racing incident, but if we absolutely needed to assign blame then Russel was definitely at fault. Bottas left him enough room, but he spooked and put his wheel on the grass. Watch Driver61's analysis of the crash looking at on-board.

Peak design was definitely late 60s to early 70s, peak performance is more recently with stuff like the 1LE, GT350 and GT500, but that’s obviously a moving target and there’s no doubt that future stuff will be even faster.

With 500hp on tap it becomes much harder to modulate even if, say, you can control the throttle in 10 steps.
