Not a dumb question at all. There’s a helmet called VICIS ZERO1 that is modeled sort of that way. It gives on impact rather staying rigid, in an effort to reduce the brain being sloshed around inside the skull during collisions. There’s video footage of the helmet in use in the link below:

Extremely dumb question: would putting some sort of cushioning on the outside of the helmet, while keeping essentially the same shell underneath, potentially reduce head injuries?
