No, the plates stay with the car unless they are vanity plates. That's why CA black plate (and blue plate) cars are so coveted in car circles, their lineage can be proven just by looking at the plates.

Unlike CA and some other states, you can keep your plates in CO.

For years CO had county codes on the plates - alpha designated the county. I'm pretty sure they did away with this by the 90's.
