Well, you hit the nail on the head, after living in the states for 16 years I returned home to Germany and yes, it starts with driver education and goes hand in hand with enforcement but you cannot deny the advantages of that utopian thought of having better educated drivers in the states.....
That’s why the smart ones prohibit overtaking on the right plus have a rule stating that you have to stay on the right unless overtaking. Works great, reduces accidents and if you come across a left lane hog you take your time.....overtaking on the right saves you what? 5-10 seconds?
On a normally street, yes, but not not on a Highway/Interstate....
