That's the thing... they're not mere cheapskates - they're flat-out abusive assholes. They're abusing the nature of the relationship between the server and the customer. Cheapskates split entrees in weird ways to get a "free" meal, or try to get something comped. They're using the full services of the establishment

20% is pretty much standard in cities where the cost of living is high (so NYC, San Francisco, Chicago, etc.), but 15% is perfectly acceptable in smaller cities and towns, and you can always eat at restaurants that don't involve waitstaff and avoid the entire debacle.
