In Pennsylvania driving any sort of vehicle on public roads while intoxicated is grounds for DUI. You don’t even have to be driving; If you are passed out in the driver’s seat with the car off you can still be successfully prosecuted for DUI.

I agree that it is an odd location for the dashcam, but it makes more sense when you look at the seat in a Mustang convertible. There is a loop for the seat belt there that would make a great mounting point for a camera.
