From my understanding, it's just under 10%, which is low compared to all crime, but considering the victimization (human vs stuff), it's significant. I wouldn't want this scumbag around people he can abuse.

I haven't seen anyone argue for life improsonment for him. However, as sexual offenders have a high rate of recidivism, it's shocking that he is allowed back where his past and future victims congregate in large numbers.
