If it’s a half-hour long, it’s a comedy.

I’d like to focus more attention on the idea that, with a 20-second head start, the non-speedster bad guy can “get away” from the Flash.

Ages ago, I read a theory that half-agrees with you. DC’s heroes are heroes because of who they are: Superman and Wonder Woman for instance.
