Windows' "ease of access" center is a big joke. I am an Assistive Technology Specialist and creating computer access is a big part of my job. Windows used to have built in text to speech, something they for some reason decided to get rid of. Accessibility is one area where Apple shines much brighter than Windows.

Some basic research would also reveal the accessibility feature in iOS 7 "speak selection" which allows text to speech with word by word highlighting. A LOT more user friendly than VoiceOver, which is designed for users with visual impairments.
