I guess that’s true. IIRC, if you didn’t know the title of the episode was “Dalek” I think the Dalek in there was a surprise.

I’ve never really understood why Daleks are “good” villains and why they should be feared when they show up ( at least from a viewer’s perspective). I can certainly get the fact that they show up from time to time because they are traditional bad guys.
