There's a Federal Test Procedure you have to put the cars through to the tune of $10,000 or so above all other costs, to get it done in California.

lots of people bring in cars illegally. it's not "that" hard to do, just lots of risk involved.

There are people who have unregistered cars here, and "Technically" it's not illegal to have a piece of property that looks a look like an S15. However, you can't really bring the car in at all. There's no way to prove that the car WON'T be used on the street, so they just kind of stop it there.

They do, actually. There are stories of a few cars being turned away at the ports soon after Fukushima.

People have tried. People have gotten their cars taken away.

That starts to get VERY expensive very quickly. Think $30,000 over the cost of the car in modifications alone.
