I had similar thoughts on procurement, until I got an assignment with NAVSEA. All those “blunders” you talk about? Are considered successful projects. Because any project that can get funded is a success, no matter what the outcome is.
The military doesn’t have a problem with cluster munitions per say. It’s mainly a problem with the BLU97’s. A dumb sub-munition designed for an older weapon mix and brightly colored to boot. However without the new weapons mix, of BLU108’s SBD’s JDAMS, and WCMD, replacing the BLU97’s wouldn’t have been possible.
