I like it a lot, but don't really think it's perfect. I think Bartlett basically giving a stump speech to God is a little bit too much, same with the Ghost of Mrs. Landingham showing up in his office. There's a couple of episodes of the show I'd put ahead of it, I think.
I guess maybe it's a weakness because Steve Rogers doesn't have a good place to put it for when he retires? I dunno.

That was still in the era when the Family Guy good jokes/bad and probably pretty racist jokes ratio was still hanging on in positive territory
The important thing is that in a pinch it's a cheaper alternative to those superhero figures.
