He doesn’t intentionally pick low tier characters. He picks characters that he thinks are improperly classified as low tier. Then, if he succeeds in figuring out the character, he has the benefit of most other players not being familiar with the match up or not being able to find training partners at his level.

Ibuki has been my favorite Street Fighter character since Pocket Fighter (which I played long before SFIII). I’m going to have to look up footage of this tournament win, because I haven’t even seen Ibuki in action in SFV.
